Post subject: Return a value based on 2 other values

My client has a report with ID, multiple HCPCSs codes with associated values. there are many IDs in the report. They want to select the HCPCS code associated with the highest value for each ID.
1 1234 50
1 5678 100
1 3478 25

For each ID they want to create a report break that contains the ID, the HCPCS for the high value and the value.

We are using version 4.1 WebI. Can this be done by entering a variable on the Break row? If so, what formula would do this for me?
